Judge rules on extra Detroit pension checks

DETROIT (WKZO) -- City of Detroit retirees and active employees have a legal victory over the so-called "13th checks."

Judge Doyle O'Connor has ruled the checks can resume after being stopped in 2011 by the Detroit City Council.  Emergency manager Kevyn Orr, however, holds the right to block the payments, as he is not required by law to engage in collective bargaining with the union.

The money for the checks came from "excess" funds earned by the pension fund, and union members say the money was needed by employees and retirees to pay their bills.
