LANSING (WKZO) -- The Sixth U.S. Circuit Court of Appeals reversed a lower court decisionThursday and ruled Michigan's ban barring public schools from collecting union dues is constitutional.

A ruling in April 2012 stopped the law from taking effect after four unions filed suit to block Public Act 53.  The court voted two to one in favor of the state and dismissed the union claim that failure to collect dues violated the First Amendment right to speech.

Judge Raymond Kethledge said the law doesn't bar free speech and allows the union to speak about whatever they wish.
