Governor Rick Snyder will announce his decision on whether he will appoint an emergency financial manager to the city of Detroit today.  Detroit Mayor Dave Bing spoke with Snyder yesterday and said that he thinks everyone has a pretty good idea about what the announcement will be.  If Snyder does appoint an emergency financial manager, the city will have ten days to appeal that decision.
