DETROIT (WKZO) -- Despite bankruptcy the city of Detroit will be allowed to proceed with a 1.25-billion dollar plan to upgrade infrastructure and city services.

U.S. Bankruptcy Judge Steven Rhodes issued a ruling blocking a debt insurer from tying up the city's casino revenues, which will be used to fund the improvements.  Rhodes called the casino money Detroit's "highest-quality" money stream.

City officials applauded the ruling, which gives them access to over eleven-million dollars a month in revenues.
