The developer behind a $28.7 million proposal to repurpose the former YMCA building near downtown Lansing on Wednesday paid the more than $40,000 in outstanding property taxes he owed to the city and Ingham County. Dan Essa, of East Lansing’s Lawton Group, made the payment. His company has proposed Reutter Park Place mixed-use development with retail space and 234 high end apartments on the old YMCA site.
