The competency exams order for the Wixom man suspected of being the I-96 serial shooter will not necessarily derail any plans to charge him with crimes in Ingham County. Raulie Casteel has already been charged with more than 60 crimes in two other counties. Ingham County prosecutors say they are still proceeding with plans to bring charges against Casteel.
